Financial Management
The Hillsborough County Health Department's Financial Management
team is responsible for Budget, Accounts Payable, and Accounts
Receivable. The annual budget for the health department is over
$48 million and is funded through Federal, State and County / Local revenue streams.
The $48 million budget is categorized into 6 major categories:
Salary: $26,000,000
Other Personal Services: $1,600,000
General Expense: $11,700,000
Operating Capital Outlay: $250,000
Contractual Services: $7,300,000
DOH-Risk Management, Human Resources and IT Services: $727,000
The Accounts Payable department processes, on average, 439 invoices a week in support of the service delivery system provided to the community. Under Florida Statute 215.422, the state has 40 days to pay an invoice for commodities or services. The average time for Hillsborough Co. Health Dept. vendors to receive payment is 7 days from the date the approved invoice is received in the Finance and Accounting Office.
The Account Receivable Department is responsible for collecting approximately $230,000 a week in local generated revenue. They are responsible for billing self-pay, sliding fee scale clients with outstanding balances, other state agencies, and other local agencies. Our Knowledge Management department is responsible for billing Medicaid, Medicare and Third Parties for medical services provided to clients. Annually, the Health Department serves almost 200,000 clients and provides over 1,000,000 services in the various programs that we offer.
