Financial Management
The Hillsborough County Health Department's Financial Management
team is responsible for Budget, Accounts Payable, and Accounts
Receivable. The annual budget for the health department is over
$37 million and is funded through more than sixty different revenue
streams that include Federal, State and County / Local dollars.
The $37M budget is categorized into 6 major categories:
Salary: $24,457,152
Other Personal Services: $ 535,005
General Expense: $3,555,093
Operating Capital Outlay: $ 395,269
Special Categories:
AIDS Patient Care, Family Planning, and Primary Care
Contractual Services: $6,616,033
The Accounts Payable department processes, on average, 300 invoices
a week in support of the service delivery system provided to the
community. Under Florida Statute 215.422, the state has 40 days
to pay an invoice for commodities or services. The average time
for Hillsborough Co. Health Dept. vendors to receive payment is
7-10 days from the date the invoice is received in the Finance
and Accounting Office.
The Accounts Receivable Department, which is responsible for
collecting from the 60+ revenue sources, posts approximately $50,000
a week in local generated revenue. They are responsible for billing
self-pay, sliding fee scale clients with outstanding balances,
other state agencies, and other local agencies. Our Health Support
Services department is responsible for billing Medicaid, Medicare
and Third Parties for medical services provided to clients. Annually,
the Health Department serves almost 200,000 clients and provides
over 500,000 services in the various programs that we offer. For
